When it comes time to build, your going to need a building permit.

Permit types

Building Permit - This permit allows a player to erect and build 1 or more buildings on their property. Be sure to purchase and pay for all of the buildings that you will be placing in advance, and then apply for the building permit, specifying the lot number, server and buildings to be placed on the permit application.
